Get green onions from the store like you normally would. (I prefer organic but you can buy any kind.) Some green onions do not have roots as long as these ones but they will still grow great.
Cut the green onions, so mostly white is showing. (Confession, I forgot about these and left them in the fridge a few days. They will still grow even if you forgot about them!) Also, make sure to chop, wash, and freeze the good green onions you just severed.
Simply tie green onions with twine, a rubber band or even a strip of plastic bag. (It helps the green onions to grow straight.)
There you go! Place them next to a sunny window, and in about a week you will have beautiful green onions. (If you’re apartment is not very sunny they will still grow, just not as fast.) Just cut them when you need them, and they will continue to grow. Just make sure to change the water once a week, and make sure the roots are always covered with water. The little plants need a drink! If you’re extra ambitious, you can plant the green onions in a pot or in the garden when the shoots are about 4-5″ long.*This tip also works for celery with roots, potatoes, garlic, and mint.
